Frustrating Communication with HMRC – This month, VAT top
As you know, we are always happy to communicate with HMRC on your behalf.  However we are finding contact with HMRC more and more frustrating. This month we focus on HMRC and VAT.  Here are just a sample of the problems we are having to cope with.

Problem 1) There are four different sections/ helplines for VAT depending on the issue, and each have their own records and systems There are four separate postal addresses.
  • VAT Annual Accounting helpline: 0300 322 7873
  • General VAT Helpline: 0300 200 3700: 
  • Online Services helpdesk: 0300 200 3600
  • and now the VAT MTD section (separate postal address, no separate helpline as far as we know):
Problem 2) On our agent (online) account for VAT we do not have access to as much information as you potentially have if you set up your own online business tax account (and we don’t advise that you do). For example:
  • We cannot see any information about your VAT payment account – payments made and outstanding VAT balances.
  • We cannot inform HMRC about a change to your business address online.

Problem 3) HMRC VAT sections have become very slow sending out letters and processing changes.
  • We requested several changes to VAT Annual Accounting year-ends this year. Two months later some are still waiting to be processed.
  • Over the past year the Annual Accounting unit has been so slow sending out letters about Annual Accounting Instalments that clients have missed the initial instalments due. This process has now speeded up – but now automatic letters about instalments have been sent before year-end changes have been processed, causing confusion!

Problem 4) Becoming your Agent for VAT
  • You may be familiar with the ’64-8′ – HMRC Agent authorisation form.  New clients fill in their details on this paper form which we send to HMRC.  Unfortunately HMRC then take around four weeks to process the form which allows us to speak to HMRC and write to them on your behalf.
  • In order to submit VAT and MTD returns for clients online – we have to apply for a separate online authorisation. This requires a code to be sent in the post to the client’s address – which must be relayed to us to enter online.  This can be a particular problem if the client is simultaneously changing their accountant – and their postal address..

Payroll and P11Ds

At this time of year we are busy processing a series of client account year-ends.  Many businesses have their year-ends at the end of December, or at the end of March.  The procedure that we use is given in the following chapter of our online manual:
Tricks of the Trade.

It gives guidance on how to prepare your books for the year end accounts to be run.  It shows the key reconciliations that we need you to perform, and the copy evidence that we try to get filed in case there are any questions about the company affairs.  We are keen on records to evidence the company value in case there is a sale.  We are also preparing in advance for the possibility that the HMRC pick your company for one of their random checks.

Requests from our payroll department: 

Please give us notice of all your leavers and starters.  The UK Home Office requires that you have Photo or passport evidence to show that a starter has the right to work in the UK.  You are required to keep evidence of a worker’s Passport including no and expiry date.  The Home Office can impose a penalty on an employer simply for not having evidence of the status of their employees.  If you give us notice we can help plan for the leavers’ proper termination reports. 

As mentioned before, please try and give us three working days to process your payroll.  Although we will always do our best to return the payroll quickly we cannot guarantee that you will get it back within less than three working days as this will depend on other work priorities.

P11Ds
Also this is a final reminder for P11Ds.  If you or one of your staff are receiving a benefit from the employer.  You will have to pay tax if you give your employees these. Common examples are:
•    a car or van that your employee can use for private motoring
•    free fuel for their private motoring
•    free, or low cost, living accommodation, unless it is needed because of your job
•    tickets and vouchers that your employee can use to get free or cheap goods or services
•    staff loans beyond £10,000
•    medical insurance
These have to be declared on a P11D and a P11D(b) which is filed by 6th July each year.  Your employee is responsible for the extra tax (which might be collected by tax code).  You, as the employer, are responsible for the employer national insurance of the value of these benefits.

Naturally we tend to advise against these sorts of benefits. 
 
AccountEdge 64 Bit Version & Upgrade Processes (Mac and PC, Network and Single Users)

64-bit Version

While AccountEdge is currently a 32 bit application, Acclivity (and Mamut) have been hard at work on a 64-bit version.

Apple announced that the next MacOS version (suspected launch date in 2019) will be 64-bit only. We fully expect AccountEdge to be compliant with all future MacOS releases and to be 64-bit in alignment with Apple’s timeline.

As with any new operating system, we recommend you don’t install the next version of MacOS until it is officially released (in other words, don’t run beta versions/public preview releases) if AccountEdge is critical to your business. We will share our compatibility statement when AccountEdge has been tested against the new, production version of the OS.

Upgrade Processes

1. If you are upgrading your Mamut Mac NE networked system there is a fairly elaborate process to follow


On your Server
Record your registration details
Stop file connect
Download the new Software from the email you should have received from Mamut.
Install the Software
Restart
Restart file connect
Copy new icon to the deck/delete old icon
Register the software
Under Finder find your way to File Library\Application Supp\Accountedge NE\databases
Move the old datafile into a subfolder
Upgrade file (using the link on the bottom right of the open screen)
Save As the latest version in the following place: Library\Application Supp\Accountedge NE\databases
Save/Next
Open the software and browse to the live file.  This restores the link between the new program and the new datafile

On each of your Workstations
Download the software
Turn off File connect
Install the software
Reboot
Restart File Connect
Run Forms Maintenance
Check registration
Clean up old desktop icons and add a new one.
Login as multiuser

2. If you are upgrading your Acclivity PC network system there is a simple process to follow


On your Server
Record your registration details
Download the new Software from the email you should have received
Install the Software
Restart the PC
Copy new icon to the deck/delete old icon
Enter the registration details and reregister the new software
Using Windows Explorer find your way to the location of your database
Move the old datafile into a subfolder
Upgrade file (using the link on the bottom right of the open screen)
Save As the latest version in the same folder as before
Save/Next
Open the software and browse to the live file. 
Login as multiuser

On each of your Workstations
Download the software from the email
Install the software
Reboot
Run Forms Maintenance
Enter the registration details and reregister the new software
Clean up old desktop icons and add a new one.
Login as multiuser

3. Mamut Single User licence Upgrade Process


Download the software
Turn off File connect
Install the software
Reboot
Restart File Connect
Run Forms Maintenance
Enter the registration details and reregister the new software
Clean up old desktop icons and add a new one.
Login as multiuser

4. PC Single User Licence Upgrade Process

Download the software
Install the software
Reboot
Run Forms Maintenance
Enter the registration details and reregister the new software
Clean up old desktop icons and add a new one.
